Secretary of Aging Jason Kavulich heard from more than 300 Pennsylvanians who attended its second regional town hall to discuss and gather input on Pennsylvania’s Master Plan for Older Adults – a 10-year, state-led and stakeholder-driven strategic plan designed to help transform the infrastructure and coordination of services for older Pennsylvanians. The Master Plan will also reflect the needs and preferences of this population to live where they choose and access the supports they need to thrive and age in place. 
In May, Governor Josh Shapiro signed an Executive Order directing the Department to develop the plan.
“The Master Plan will be crafted by Pennsylvanians, for Pennsylvanians. The plan will be a living, breathing document that we will revisit and not just let sit on a shelf; but we must first create a plan that the Department, its stakeholders, and all Pennsylvanians can stand by,” said Secretary of Aging Jason Kavulich. “We are pleased with the tremendous feedback that we received during today’s town hall in addition to the input from our first town hall in Philadelphia earlier this month and our regional kickoff event in Scranton in May. It shows that a Master Plan for Older Adults is desired and needed in the Commonwealth, and we want to ensure that all voices, especially those of older adults, are incorporated into the plan’s development.”

Bio for Blayre Holmes Davis
Blayre Holmes Davis is the Director of Community Relations for the Pittsburgh Steelers. In her role, she is in charge of spearheading the organization's community engagement initiatives, social justice programs, working with each of the players on their community outreach efforts and implementing NFL league wide social responsibility programs.

Prior to joining the Pittsburgh Steelers, she was the Director of Advocacy and Community Outreach at Adagio Health. In her role, she was in charge of developing and implementing the organization's advocacy platform and working collaboratively with a variety of community stakeholders to create healthcare and education partnerships throughout Western PA. Blayre has over 10 years of experience in
the nonprofit sector and has presented at a variety of local and regional conferences on the social justice movements and sports, women in leadership, and youth organizing.

Blayre graduated from California University of Pennsylvania in 2012 with a degree in Communication. She currently serves on the boards of the YWCA of Greater Pittsburgh, Urban League of Greater Pittsburgh, Gwen’s Girls, and Fisa Foundation.

Blayre lives in McKeesport with her husband Austin Davis. In January of 2023, Austin was sworn into office as the first Black Lt. Governor of Pennsylvania. Blayre has the honor of serving Second Lady of Pennsylvania and looks forward to uplifting and serving the Commonwealth of Pennsylvania.
